backend: add back testing to github workflow #245

Could you clarify @acharb ? From what i could see, all existing backend tests are already running on our github actions. image

hi this could've been clearer sorry this is for the dashboard-v2 branch. It was commented out here: https://github.com/stellar/dashboard/blob/dashboard-v2/.github/workflows/test-build.yml#L27
