We need to merge the 2.4.0-rc1 branch into master in order for it to be deployed to testanchor.stellar.org.
This means we'll have to make releases that aren't intended for testnet off release branches for now. This is fine since we probably won't be releasing new functionality in Polaris between now and mainnet launch.
