Uses latest testing tag with PROTOCOL_VERSION: 21

Also update test/e2e/wasms with latest test-wasms artifacts, copied over from the CLI repo

cp ../cli/target/wasm32-unknown-unknown/test-wasms/*.wasm test/e2e/wasms/
