use horizon 2.28.3 #569

bump all variants to horizon 2.28.3

LGTM but someone needs to update Core refs! looks like v20.2.0 is the latest

good point, @leighmcculloch , the core version for testing image variant which is paired to testnet is at recent core release with v20.2.0rc3 but latest image representing pubnet and future for futurenet are on 20.1.0 still, are we anticipating to bump both of those image variants to use core v20.2.0 next week when pubnet activates?

found pull/564 which takes care of v20.2.0 bumps.
