Update rpc repo refs from soroban-tools to soroban-rpc, bump version to 21.0.0 #595

bumped rpc version to 21.0.0 for testing and future variants and changed the rpc gh repo ref to the new soroban-rpc repo as tags are on there now, soroban-tools repo is deprecated.
