Improve Send & Receive Payments tutorial

Add more explicit guidance to the Send and Receive Payments tutorial (https://developers.stellar.org/docs/tutorials/send-and-receive-payments) that helps users understand how to list Stellar assets on exchanges

We are frequently asked to provide all the information required for an exchange to list a Stellar asset like USDC.

The tutorial as it exists today provides simplistic code samples to submit and receive payments of XLM.

I would love a page (doesn't have to be the same page as a simple payments tutorial) that summarizes the requirements for supporting assets on Stellar.

• Run Horizon (in the future, this would be "run the payments indexer & RPC")
  • configure it to only index data related to the assets you intend to list
• Support deposits of the asset
  • provide code samples for streaming payments of Stellar assets (i.e. not just XLM) via Horizon
  • provide information about memos and muxed accounts (most exchanges uses memos, we'd like them to use muxed accounts)
• Support withdraws of the asset
  • provide code samples for submitting payment transactions of Stellar assets via Horizon
  • provide information about retry logic, common status codes, etc.
