Closing -- misconfiguration on my part. Sorry for the noise.
It would be worth noting in any documentation that clock timing is sensitive to audio hardware buffer size... which may be an architectural limitation in Rack, but worth noting. (SC was not a problem under the same configuration because LinkClock lives outside of the audio thread.)
Right now, I've got Ableton Live on one machine, and SuperCollider and VCV Rack + Stellare Link on my Linux machine.
Live and SuperCollider are synced.
The clock signals from Stellare bear no resemblance to the others' tempo, at all. I don't know how to troubleshoot it (or barely even describe it). The clock pulses are not even steady -- it seems like most of the clock pulses are being suppressed, and occasionally a couple will pass through at the right speed. It's weird.
Also tried in VCV Rack on a Windows machine, seems to be working.
Disabling ntp on the Linux machine did not help.
