Feature/123 waf alb ami rules and tests

Partial for #123 Closes #137

This covers the WAF, ALB, & AMI rules for Terraform11.

• Removed ssl_policy matching check from ALB_LISTENER_HTTPS rule
• Created new ALB_LISTENER_SSL_POLICY rule to verify use of old policies in ssl_policy
• Fixed the following rule:
  • ALB_ACCESS_LOGS
  • Added additional check to ensure logs were enabled as the default value is false
• Adjusted the following rules to only check if encryption is enabled:
  • AMI_VOLUMES_ENCRYPTED
  • A default KMS Key will be used if the kms_key_id argument isn't provided.
  • AMI_COPY_SNAPSHOTS_ENCRYPTED
  • A default KMS Key will be used if the kms_key_id argument isn't provided.
• Created tests to validate each individual rule
• Removed old test files that were no longer needed with the newly created tests
