Remove branches #74

Come up w/ a plan to remove the long-running branches from this repo. Some general recommendations:

consec - Should probably just be extracted into its own repo rather than a branch of dromedary as there are just too many differences to reconcile. @cndudley ?
testing/jlb - Given the name and time since a change has been applied, I assume this can be deleted, but check with @jeffb-stell
openscap - @erickascic What's going on with this one? Should it be merged w/ consec or something else?
codeservices_webinar_sept2015 - @jsywulak I think we created a tag for this? Is this sufficient and can we delete this branch as a result?

As indicated, this will require a lot of coordination so have some conversations with the identified people prior to making changes

@PaulDuvall I do remember making a tag ... now that I look at it, it's codeservices_webinar_20150902 and points to HEAD on that branch. Provided you don't have any links to the branch (perhaps check the blog post from September?), you should be OK to nuke the branch as it won't nuke the tag.
