Feature/container construct #44

Two major additions in this PR:

  1. configuration and Git metadata propagation to CodeBuild via the rc package
  2. container construct, which is the foundation for all other operational constructs

With this PR, Mu can now manage its own repo's infrastructure (basic mu.yml and Dockerfile checked in).

To see the changes live, log into the mutato dev AWS account and look at the pipeline
