Refactor/tophat cleanup and tests #2

This PR makes jenkins-yum-prereqs generic for ubuntu and RH systems, and adds test kitchen tests

It moves chefdk installation. If that's desired, it'd be better to reference the cookbook at https://github.com/RoboticCheese/chef-dk-chef

FYI: ChefDK was in there for Dromedary. Berkshelf is used as part of the dist task.

If you update Dromedary's Jenkins AMI, make sure that ChefDK is installed on the new image.
