Updating GitHub actions to current R (4.2) and Bioconductor (3.15)

I see there's a merge HEAD left in the file here that's causing issues. I think you've fixed in dev so I could close this and PR against dev or what's best?

Ok I think this is good to go and could be merged to master if that's ok with you?

Forgot to add would be good to merge this to rebuild the website as at the moment the README is showing 

pasilla_tidy <- tidySummarizedExperiment::pasilla %>%
    tidy()

which is outdated and doesn't work with current version
