This pull request removes the unmaintained inst/NEWS.rd file, which does not appear in the pkgdown website, and replaces it with a new NEWS.md file.

It looks like there is a problem with the automated testing. Maybe this workflow could be replaced by rworkflows as implemented in tidySingleCellExperiment? https://github.com/stemangiola/tidySingleCellExperiment/blob/master/.github/workflows/rworkflows.yml
