`username--` from community members and mods would weigh differently. #3

A user of this bot may want to:

  1. Set up username-- to be 0.2 for community members (requiring 5 downvotes to ensure someone doesn't downvote someone)
  2. Ensure in the audit log the admins can actually undo points being knocked.
  3. Set up username to require 2 mods, 4 community members or something
  4. same as 3 but with 3 mods peer review.
