Generate server-question from a config

It should be relatively straightforward to generate questions that will be passed to the question server from a yaml file. Two things are needed:

• [ ] Generate a question object from a dictionary (read in from a config)
• [ ] Generate an endpoint on the question-server side

Should have something like a question id that is recognized by the quest API.
