[HW] Implement input protection and adaptation stage #4

The input protection and adaptation stage shall convert 12V voltage to MCU digital voltage domain. The input shall send a current to be used with external NC/NO contacts. Resistor to solder or automaticaly by SW. A simulation would be welcome
