This should be done after the order has been finalized and paid for. This should be an optional feature in the payment screen.

New customers will be able to enter a specific e-mail address while previous users will have the option of using a saved e-mail address or entering a new address to receive the receipt.

Since we decided to get ride of the payment screen this occurs after the customer confirms his or her order. The customer still gets to review the total payment and break down of each item they ordered on the checkout page. After they have confirmed their order the receipt that could be sent to them will contain the pricing information on that page.
