Invent some CSS variables that control stem height and direction.

@halitcelik is having some success with SMuFL fonts, so stems tails and heads are likely going to be rendered as fonts from now on. Closing.

Reopening. SMuFL fonts are merged in now, and this feature is still a Good Idea.
