Selection inconsistency #222

In 3.27

1. Click on a component
2. Click on the background (component gets deselected)
3. Click on a component and move it
4. Click on the background (component still selected)
5. Click on the background again (component gets deselected)

Obviously step 4 should deselect the component.

I have duplicated issue #222.  My issue is the same.  I apologize.  I did not 
realize that it was only happening when one moves something, so thought I had a 
different issue.  

I have checked, and if nothing is done to the part, besides selecting it, the 
behavior is as expected.  One has to move or edit, first, then the behavior is 
unexpected (it will not deselect until a delayed second click).
