Cannot move multiple selection

What steps will reproduce the problem?
1. Select multiple parts, either with selection box or cntl-click
2. Click on multi-selection to move

What is the expected output? 
From the manual:  "Note that: if more than one component is selected, all of 
them will be moved"

What do you see instead?
Only the part that is under my pointer when I click and drag is moved.  I have 
tried cntl-click, shift-click, and normal click and drag.  The only work-around 
I have found is to group the selected parts, move that group, then ungroup them.

What version of the product are you using? 
3.27.0

On what operating system?
Windows 7 Pro 64-bit
