Components don't "snap to" metric grid consistently #266

What steps will reproduce the problem?
1. New Project -> change grid spacing from default (0.1 in) to 2.5 mm.
   - Verify that Snap to Grid is enabled
   - Verify that Ruler units are cm
   - Scroll to the upper left corner of the canvas and zoom in.
2. Select Semiconductors->DIP IC and attempt to place the IC (using the rulers 
as a guide) with pin 1 at 2cm down, 2cm right from the upper-left corner.
   - Observe slight misalignment from the grid on all IC pins.
3. Select and drag the IC to reposition.
   - Observe continued misalignment from the grid.
   - Observe that the component appears to be "snapping to" points on a grid, but not the displayed 2.5mm grid.
4. Edit the IC component and set pin spacing to 2.5mm.  Select/drag the IC 
component to reposition.
   - Observe continued misalignment from the grid.

What is the expected output? What do you see instead?

I expect component points to snap to the displayed grid intersections, 
according to the grid spacing specified in the project settings, and the 
grid/ruler settings.

Moving the component (via mouse drag or arrow keys) will sometimes realign the 
anchor point to the grid.  Moving individual anchor points (via mouse drag or 
arrow keys) will sometimes realign to the grid.

Whenever possible, please attach the latest log file. It will
provide valuable information when trying to reproduce and locate the
problem. Log files can be found in the log directory under the main
application directory and are marked with date and time.

What version of the product are you using? On what operating system?
DIYLC 3.28.0 on Windows 7 x64.
