[Resource] Additional resource database #43

This issue is used to hold download links to 3rd party libraries do not have CMake install integration and additional assets required to run the application.

All files are managed automatically by the build system and you don't need to download any of them manually.

Additional resources are hosted in GitHub Releases, this issue only provides a link for tracking the changes to them easier.

From v0.16.4, header-only third-party libraries are no longer kept in Releases in this repo, and instead the download link from the corresponding repo will be used directly for download.

Closing this because it is not really an actual issue, just to keep the task list clean.
