When creating a budget, a user should have some sense as to how far they've gotten in terms of planning their week.
At the bottom of the budget page, we should have some indication of how much we've budgeted out of an expected 168 hour week.

[x] A simple evaluation against budget thresholds -- if you have less than 40hours budgeted, encourage more; if you have more than 80 hours budgeted encourage less.
Note: These numbers will begin as hard set -- it'd be great to add dynamism, but that's a future thing.
