Add basic charts for budget categorization #22

A user will benefit from seeing two chart types of their budget breakdown on the budget page

The pie chart so they can see % breakdown
A bar chart so they can see relative size more easily

DoD

[ ] The visualize displays a hidden div which will show the graphs -- so passing the props of the budget data will be straight forward.
[ ] At the top of the new div will be a button to return to hiding the component
[ ] Render a page of graphs
