Create a pop up form for editing -- ask for category and hours allocated #8

When a user is reviewing their budget page, they may want to edit a budget category. They should be able to do so clicking an 'edit' button and adjusting

[ ] The hours they wish to allocate to the budget This should be show when the user clicks on the button edit-budget-category

DoD

When the button edit-budget-category is clicked

[ ] The hours allocated for the budget line will be editable
[ ] On submit of the form, the updated category will be sent to the user's budget and
[ ] The hours will be rendered on the User's Budget Page
