Video: Use hardware encoding on < Rpi5 #253

Fix for #250

For the Rpi <5, ensure the hardware x264 encoder is used for video streaming.

It's OK with Rpi3b+ bookwrom 32bit. Just need https://github.com/stephendade/Rpanion-server/commit/5f6c97291f74c12b6e0f142c69669b9f412fa92e for installation fix.
