Decode panadapter, waterfall, and audio data from VITA-49 streams

I would like parsing of the headers for panadapter, waterfall, and audio streams that are sent on the data (UDP) streams so that I can access the raw stream data in my flows.

• Not intended to be a full implementation at this point, just a proof of concept.
• At least parse the header and what data can be parsed without a full implementation. Panadapter seems straightforward.
• Create a new flexradio-stream node that can be filtered on the stream ID, much like the flexradio-meter nodes.
• Stream IDs are chosen dynamically at runtime so how to configure the filter will need to be sorted out.
• Can nodered handle the load of streams?

This is a placeholder issue and may get broken into separate issues for each stream type.

flexradio-stream is alive and can currently parse and inject data for the following streams.

• daxAudio
• panadapter

Others are on the say, but these two have been tested and verified in v1.1.00-beta.1 on the develop branch.

flexradio-stream when in Dynamic mode takes an input message to configure which stream to collect.

• stream - the hex stream identifier, e.g. 0x40000001
• stream_type - ‘panadapter’, ‘waterfall’, ‘daxAduio’, etc. (optional)
