charset statements must be double-quoted #29

As per https://developer.mozilla.org/en-US/docs/Web/CSS/@charset#syntax, charset statements must be double-quoted, otherwise other tools may fail (ex. postcss/postcss-import)

Thanks for this pull request. The repository has been untouched for a while and the build generating scripts were well out of date. I've rewritten them to include a much simpler process, and in doing so I've address the issue with single quotes in the CSS files. Thanks for giving me the impetus to make some changes here.
