[x] Create a db persistence layer that allows report objects to be stored.
[x] Implement a system that ensures if person queries for a hashtag that has been queried for in the last hour, the older report gets served to the client and no further twitter api calls are made. (this is a mini caching strategy)

Please don't close out your todo's. I'm going to implement another layer of feedback on all CodeUnion students, there is general feedback on the code and then a request to close which is the equivalent of feature acceptance. We are going to over time implement a relatively detailed code and progress tracking system so that students can see their own progress.
