Add the ability to handle videos needing codecs

Add ability for user to select which codecs they will allow for essential security

Dependant upon meta data on content Maybe dependant upon database ir could use local storage

Not sure how codecs work or even how common they are today... this needs a reasearch spike before determining if it should be promoted to backlog.
