Add a CONTRIBUTING.md with information on how new developers can contribute Licensing - has been covered in separate issues Standards for PR and Issues - tidy standards

I'm definitely open to ideas/suggestions for CONTRIBUTING.md and some templates, I'm not sure what people want out of these files. license should definitely be updated & moved up to root, this has been on backlog for a while.
