Add "free floating" ip addresses #12

For high availability set ups using ucarp, it would be great to have "free floating" ip addresses. Two or more virtual machines have one ip address each. Then there is an additional ip address, which is managed by ucarp and can wander between the virtual machines defined.

Some notes for the implementation:

Reservation of IP addresses such that they don't get assigned to other VMs
Ability to define generic groups of VMs
Assignment of 1:n IP addresses (VIPs) to a group of VMs
API to give the VMs a way to inform the management which VM uses the IP

should we split this bug?
