In the newspage #57

Addresses a number of topics:

  1. People don't seem to get that STEV -> Student-Teacher Evaluation Visualization, so I changed the rest of the text to dark gray so that the letters stand out more.
  2. Modified the text of the Get Involved page to reflect our inability to obtain 100% of the data.
  3. Added a News page, with referenced articles, to address #52 and #54 .
  4. Added a help icon with recommendations for searching for David Boren to address #51.

@schuermannator I dont care too much about styling or if you want to change much css stuff you're welcome to.

@jlovoi Feel free to clean up my JS, I think a lot of the code could be made more terse fairly easily. Only if you have the time.
