scala-cli support #4

Currently the only 2 runners supported are sbt and bloop. However, scala-cli also supports running tests and is is now more-or-less a standard tool for single module projects where the full power of sbt is not needed. It would be cool if neotest-scala supported the scala-cli. If you are interested I may try to create a PR for that myself.

Sure! PRs are more than welcome. I'll also look into this over the weekend.
