Move GeoToad to another place #317

Google has announced recently that Google Code will be shut down within a few 
months from now.
There seems to be some support for moving to GitHub - whether this includes a 
full SVN history, and this issue tracker, must be found out by someone.

GeoToad will move to GitHub after April 24, the planned release date for 3.23.0 
- all further development will happen there.
I will keep the GoogleDrive uploads going as long as possible.

There will be a 3.23.1 release soon, *only* changing the place where the 
built-in update checker looks for a new version. Mark the first half of May in 
your calendars!

(The wiki page here will be updated once, to reflect the new location, in 
parallel to the one already migrated. Give ma a couple of days.)

Finished. GeoToad 3.23.1 has been released using github.com, and the google code project has been marked for removal.
