Sharing interface update

tjdett somewhat deprecated the user/group/token/site sharing page by unlinking it and not working on it. This is crucial functionality for a base 3.0 install however and needs to be brought back, but with much more sophisticated usability.

I suggest making sharing controls for an experiment available on the experiment index page instead of in a 'control panel' and updating it to use bootstrap to its full extent.
