When admin creates a user, they should have a default set of permissions - create experiment, modify datasets in that experiment etc. At the moment, it seems we have to do all these extra steps manually.
Or maybe the group membership stuff is just because our current MicroTardis database doesn't have this stuff in it. But user profile and user authentication should still happen.
