Implement file exists and be aware of VBL / LaRDS differences

I ported the file integrity checking from the ruggedisation branch to the sync app (needs attribution, apologies SteveB): https://github.com/shaunokeefe/mytardis/blob/sync/tardis/apps/sync/integrity.py

Not sure what LaRDS requires. Provider-side integrity checking (e.g., VBL) is not supported.
