Auto-create experiment folder on support PC #95

To improve the user experience around auto-ingest, when a user creates an experiment in Tardis (a rare event), automatically create the same folder under their user directory on each support PC.

I think the folder creation can be done through Rsync. Not sure how to get it triggered by Tardis though - maybe Tardis should maintain a dummy experiment folder structure for this purpose.
