Moved Docker base image to Alpine Linux #16

This image's total size is 75.93MiB instead of the current 251MiB.

This is cool! I like the minimal image approach, but I'd like to use it in addition to the phusion/baseimage rather than in place of. I've merged this into the 1.0 branch and set it up as a side-by-side Dockerfile (copying what the python image is doing). The first images will go out next time I update pypicloud, which will hopefully be soon.
