add warning like box to plugins page #3

add marc1 like disclaimer to plugins page. so users know the danger of updating / installing new plugins.

Phases

  1. add simple text in styled box just like in Marc1
  2. prompt users a waiver popup window when they first come to the plugins page a. "we high suggest you do not update, install, or delete any new plugins. If you feel as though you need to update, install, or delete any plugins. by clicking Ok WFC will not be liable for any errors or problems caused by updating, installing, or deleting plugins"
  3. If user clicks ok add info to database (which user did it and date)
  4. send email to WFC with info like above

develop branch has the new feature. It needs to be Q/A'd then merged with master.
