Original description: 
The borders are appearing incorrectly in the pagination of the tables at the 
end of pages.

It seems that the tag "-fs-table-paginate: paginate;" is ignoring.

It seems to be a problem of iText, with iText-5.0.6 it seems to work. Try to 
checkout the itext5-branch from the git-repository and build the jar file, for 
your example (and for mine too) it worked (see attachment)!
