NaiveUserAgent makes invalid changes to file UNC paths

Original description: 
From Andres Olarte via email to dev mailing list 26.08.08. Patch (also by email)
attached. Need to run some tests that this doesn't affect file URLs on other
systems.

Alternative would be that we include this as a new public method,
resolveUriWithUnc(), then let users override the user agent when necessary and
call that method instead of resolveUri.
