Upgrade to WES Spec 0.2.0

Updated the service to work with GA4GH WES spec version 0.2.0.

Added --cancel and --info options to the Client.
Changed the package_data file used in setup.py.
Changed state values to new capitalized versions. QUEUED in place of Queued.
Other minor text changes to match new spec.
Added aliases to the runner class to handle the addition of x-swagger-router-controller to the spec.
Added new spec file to wes_service/swagger/proto/workflow_execution_service.swagger.json
