兼容小写开头的 BV 号 (Adapt to non-capitalised bv numbers) #37

在尝试下载这个视频的时候，下载器报错「无效的视频链接！」 下载器不应该假设 BV 号的大小写情况来分辨 BV 号 和 AV 号。

When I tried to download this video, the downloader reports an error. The downloader should not use case-sensitive matching to check for BV or av numbers.
