Improve development experience when using docker

[mikeage]

• Add a .dockerignore for faster and smaller builds
• Re-order Dockerfile to improve caching of intermediate layers
• Use a multistage dockerfile to shrink the build

[mikeage]

Image is now ~380MB instead of ~550MB and rebuilds if only the python files change are now seconds instead of minutes.
