Content does not resume while VMAP is missing #1

JJ reports that offset setting is not apply while content is resume playback without VMAP information. Internal mechanism may need update and verify to resolve this bug.

If VMAP is correctly but empty, it still not apply resumePlay.

Need to verify whats happened inside.
