Translate the app #23

The app should be made available in German and English (maybe other languages you speak?)
The user must be able to switch the language in the GUI

Start by reading the docs at https://docs.djangoproject.com/en/2.0/topics/i18n/, and the three links in that document (translation of text, formatting of dates, times and numbers, and time zones (even if we don't need that yet. Time zones will be another issue).
