system notification for when dropping from AC to Battery power

Curious, will this be captured when screen-capturing? I'll need to test and confirm there is no conflict on that front before merging.

Some initial testing with obs on my win10 machine showed no notification being captured while:

window capturing a OBSN window located on the bottom right corner of the display, where the notification showed;
window capturing a fullscreen toggled OBSN window
