Request: Allow change of panels when disarmed #24

Hi,

I was trying to change panels while not flying to remove the OSD info and 
configure my camera with its own OSD, but the MinimOSD is blocking the camera 
OSD.

Can you please allow to change panels (especially the off one) when disarmed 
even if we do have a no gps signal warning or low rssi.

I think when disarmed I can ignore maybe all warning maybe except battery low.

I know I can connect directly to the camera but I don't want to remove 
connections and reconnect.

Copter pre-release r596: Tested ability to switch between panels while 
disarmed.  Working now.
